BT has appointed a new senior executive, David Wallace, to head up its public sector business in Scotland and implement a new strategic direction to increase local focus nationwide


David joins BT from the multinational computer technology corporation Oracle, where he was UK Director for Public Sector covering the NHS, UK national and devolved government, local government and higher education. 

He will lead a sales team of 15, including four other new appointments, with a strategic focus on building local relationships and driving business with Scottish agencies such as local authorities, NHS boards, universities and housing associations. Further recruitment is expected this year to expand the team.  

An industry veteran with 30 years of international experience, Bo’ness-born David previously managed a public sector technology team at Oracle and also worked at Hitachi Data Systems and EMC Technology. 

BT has around 100 Public Sector customers in Scotland and David will be focused on increasing market share. One of his first tasks was to outline BT’s digital strategy for Scottish towns and cities to a cross-party audience at the Scottish Parliament. 

David said: “The public sector remains under enormous pressure to reduce costs and be more efficient, against a backdrop of increasing demand for digital social care and other essential services. 

“Technology is a huge enabler and BT’s IT services and expertise, backed by high-speed, secure, global networks, can help our customers meet these seemingly conflicting goals. 

“We’re making massive investments in technologies and innovations, customer service and, not least, fixed and mobile networks, which gives us a great opportunity to combine services for our public sector customers, current and future.”

He added: “The way the public sector procures IT business has changed dramatically in recent years, with an end to large, centralised contracts, and more localised decisions and sharing of services. Our strategic direction reflects that. 

“I’m very pleased to be joining BT to revitalise and strengthen the company’s relationships with our colleagues in the public sector in Scotland.” 

As director of Public Sector in Scotland, David will work closely with BT Scotland director Brendan Dick and joins BT’s Scottish Board. 

Brendan said: “David’s appointment marks a new strategic direction for our Public Sector division, with significant investment and focus at a local level. We’re delighted to be bringing on board a respected industry leader, with international experience and a strong track record, to revitalise our public sector business and drive innovation.
