Cabinet Office publishes EMOs guidance

So here it is! The Cabinet Office has finally published its much-awaited guidance on Extended Ministerial Offices (EMOs). They've accepted the recommendations of the Civil Service Commission, meaning that appointments must be made according to the commission's guidelines.
