The Cabinet Office has confirmed that over 2,000 staff have moved to the department from HM Revenue and Customs as part of moves to centralise the human resources expertise across government.
The shift of staff from CS Resourcing, which provides talent management and professional resourcing services to the civil service, was highlighted in the Office for National Statistics civil service employment update last week and occurred in three tranches. According to the ONS, the first switch of around 60 staff moved from HMRC to the Cabinet Office between April and June 2017. This was followed by two larger groups – around 1,400 employees moved between June and September, and a further 600 transferred between September and December last year.
A government spokesperson told Civil Service World that the shift was due to the relocation of the CS Resourcing function, which had been previously hosted by HMRC, to the central Whitehall department. “In Autumn 2015, it was decided that the Expert Services would move into the Cabinet Office,” they stated.

“The benefits of doing so includes increased efficiency, consistent financial monitoring and reporting, increased productivity, shared business planning, and clearer career pathways within the HR function”.
The move included responsibility for the Civil Service Fast Stream graduate scheme also moving to the Cabinet Office.
HMRC confirmed that the shift took place in a number of phases, and meant that HR expert services were now centralised for the whole of the civil service.
