TCS has a proven track record around the world in working with governments on fiscal and welfare efficiency. Here we go through three examples


Governments around the world are looking for greater efficiency. The need for public service reform is being driven not just by the background of austerity, but also an acknowledgement that governments can use digital technology to make fundamental changes in the way they deliver services, with benefits for taxpayers and a country’s most needy citizens.

This is particularly important when governments are looking at how to implement fiscal and welfare policies. TCS has a number of examples where it has worked with governments on major transformation projects in these areas. Its unique insight and experience enables TCS to develop cost-effective services that have had widespread benefits for citizens and taxpayers.

Andhra Pradesh

In the Indian state of Andhra Pradesh, for instance, TCS has developed an online portal for citizens. In a state where a significant number of people do not have computer access, building a system to enable all 80 million people to access all state government services online, has been a major achievement. This was achieved by setting up AP Online kiosks, via a franchise model with local businesses, to ensure access for all citizens.

Zambia

In Zambia, TCS is working with the government to automate revenue and tax systems, following its success in similar projects for Uganda and Kenya. TCS is developing an integrated, online system to cover the many different taxes collected by the Zambian government, including income tax, VAT, Pay-As-You-Earn and property transfer tax. The new TaxOnline system will enable the Zambian tax agency to control and monitor its operations more effectively, while reducing the cost to taxpayers. The Zambia Revenue Authority has described the project as a critical modernisation initiative and has said that the system will enable it to detect and deter potential tax evasion through intense cross analysis of tax information. New electronic services for paying taxes and simpler tax processes are also expected to result in higher levels of tax payments, by making it easier for people to comply.

United States

And in the US, the citizens of Mississippi are benefiting from an integrated, web-based Unemployment Insurance system, run by the state Department of Employment Security. The department provides many services, including job centers located across the state and two call centers. It runs employment and training services for employers and job seekers and provides unemployment payment services to workers during temporary periods of unemployment.

The department’s new, internet-based system, developed by TCS, is one of the most comprehensive and integrated UI systems in the US. The system has reduced cost and effort for both departmental staff and citizens. Automating many of the previous manual systems has reduced errors and cost and has led to savings of approximately 10% a year. The system also includes automated detection of overpayments and has improved the ability to detect fraud.
