MPs also warned that there may be insufficient time for a smooth transfer between the old systems and new arrangements, which are due to be operational by next month.
In a review of the probation reforms published last week, the committee said: “The new arrangements and structures have not been fully piloted and the ministry has a poor track record of procuring services.” It welcomed the ministry’s reassurances that it will “proceed at each stage of the programme if it is satisfied it is safe to do so and that value for money will not be jeopardized,” and called on it to publish its assessments and the basis of decisions to pause or proceed.
