National Audit Office beefs up executive team ahead of new powers

Internal appointments come ahead of expansion of the public spending watchdog’s remit

Public spending watchdog the National Audit Office has unveiled four new executive leaders responsible for looking after different areas of its expanding remit.

The appointments of Daniel Lambauer, Kate Mathers, Rebecca Sheeran and Max Tse are all internal promotions, and follow the departure of two executive leaders last year – and anticipate the pending retirement of NAO chief operating officer Michael Whitehouse.

Their appointments come as the watchdog’s responsibilities are expanding to include the audit of Network Rail and UK Asset Resolution, along with new powers for value for money reporting on the Bank of England.

Additionally, the new BBC Charter establishes the role of the NAO as the financial auditor of the corporation, as well as having responsibilities for undertaking value for money reporting.

Performance-measurement expert Lambert will be executive leader responsible for strategy and operations, while chartered accountant Mathers – a member of HM Treasury’s independent Financial Reporting Advisory Board – will be executive leader responsible for financial audit.

Sheeran is also a chartered accountant and joins the NAO as executive leader responsible for value for money. She has recently led work on audits of the Department for Transport and Network Rail.

Tse will become executive leader with oversight of digital transformation. For the past five years he has led the NAO’s value-for-money audit of the Department for Work and Pensions and on the watchdog’s approach to digital transformation in government.

All will take up their new roles from April 3.

Earlier this week, former Swale Borough Council chief executive Abdool Kara joined the NAO as as executive leader responsible for local service delivery.
His remit includes education, health, local government, police and transport.
