Former Highways England boss Graham Dalton joins Ministry of Defence’s property division

Graham Dalton has started work at the Defence Infrastructure Organisation after being appointed as its new chief executive.

The Ministry of Defence said Dalton was today beginning his “induction” at the helm of its property division.

Chartered civil engineer Dalton served as chief executive of the Highways Agency for seven years, and then led its successor body Highways England before stepping down last summer.

The MoD said Dalton had been recruited to his new post as part of its Strategic Business Partner agreement with the outsourcing giant.

It said Dalton had spent his career “in the operation, maintenance, and enhancement of large infrastructure including railways, power generation and ports”.

It added that he had worked for a large engineering consultancy, for an international construction contractor and spent several years on delivery of large projects in the Middle East and Far East.

Dalton’s appointment comes less than 18 months after predecessor Dave Mitchard took the helm of the DIO, having joined from AirTanker Services, where he was managing director.
