The chief executive of NHS England will today announce an "innovation" drive to modernise the health service, as it seeks to make savings of £22bn by 2020.
Simon Stevens will tell the NHS Confederation's annual conference that the savings will be made through preventative care and treating more patients in GP surgeries.
Stevens' plan requires the health service to make £22bn in efficiency savings over the next five years, as well as an £8bn annual cash boost promised by the government.
A survey of the Confederation's members – which include NHS commissioners and providers – revealed that 71% think current financial pressures are the worst they have ever experienced and 91% say the problems have worsened within the last year.
The Confederation's chief executive Rob Webster said: "The NHS continues to deliver high quality care in very challenging circumstances. With the election out of the way, [changes will] require a focus on the workforce, on prevention, on the role of innovation and new models of care."
