A major review of intelligence agencies’ surveillance powers will be published today.
David Anderson QC, the independent reviewer of terrorism legislation, was commissioned to carry out his report after the Edward Snowden revelations and a row within the coalition about enhanced data communications scrutiny.
The Daily Telegraph reports that he will warn of “capability gaps” in intelligence agencies’ ability to watch terror suspects and that he will single out difficulties with monitoring activity on social media companies based in the US as an area of concern.
Last week, the same newspaper said Anderson would recommend the power to sign off warrants on terror suspects should be taken away from the Home Secretary and given to judges.
The report - expected at 11am - will be accompanied by a Written Ministerial Statement from the prime minister.
